Summary Statement

The Division of Aging Services (DAS) maintains a Taxonomy of Services which specifies allowable services provided by the Aging Network as funded through DAS allocation of state and federal funds.

Basic Considerations

DAS programmatic policies and procedures are the foundation for service deployment in the Georgia Aging Network. Services described in programmatic manuals are briefly described in the Taxonomy of Services, which, in turn, informs the addition of services to the DAS Data System (DDS).

The Taxonomy of Services provides the following information on allowable services:

  • Program

  • Service Name

  • Unit of Measure

  • Individual or Group

  • Method of Reimbursement (Unit cost or line item)

  • Designated DAS Staff responsible for oversight

  • Definition (of the service)

Services not listed in the Taxonomy may be provided only after approval (waiver) from the Division.

Changes to the Taxonomy are generally effective at the start of each State Fiscal Year.

Procedures

The following steps are followed to update the Taxonomy of Services:

Step 1: DAS program staff review the Taxonomy for additions, deletions, or clarifications. This may be in conjunction with Business Operations, Program Integrity, and Director’s Office staff.

Step 2: Changes to the Taxonomy are proposed by DAS staff. Changes are made if the following criteria are met:

  • Permitted by the Older Americans Act, other federal grant, or state appropriation intent

  • Evidence Based Programs meet the criteria as described in Section 3077 of this manual, and

  • The DAS Director has approved the program policy/procedures (includes removal of services)

Consideration regarding how the services are reported in OAPPS must be made.

Step 3: The Taxonomy is revised and published in ODIS, MAN 5600 with an effective date of the new SFY.

DAS will publish the Taxonomy for the next SFY no later than December so that Area Plan submission, due on March 1 of the following year have the correct Taxonomy as their basis.

Example: SFY 25 Taxonomy will be published in December 2024.

Step 4: The DDS is updated effective the new SFY and staff responsible for federal reporting are made aware of the changes.
