Summary Statement

The Division of Aging Services (DAS) is statutorily required to submit an annual report to the Governor and to notify the General Assembly of such report on or before January 1 of each year.

Basic Considerations

The Annual Report, entitled Just the Facts, must include the results of the Division’s studies, accomplishments, and recommendations, if any, for legislation.

The report documents activity in the state fiscal year preceding the report due date.

Copies of the report are not required to be distributed; instead, the report is posted on the Division web page.

Program owners shall include at least three years of data, when available, to establish trends.

The Division’s Program Integrity Section is responsible for the compilation and publication of the report, but content is the responsibility of program owners.

Procedures

The following deadlines and procedures assure the timely completion of the report. Tasks may be accomplished prior to these dates.

July: The Program Integrity Section Manager and designated staff shall meet with the Division Director to discuss and obtain direction on the annual report format and content.

August 1:

Program Integrity Staff will notify Program Owners to draft report narratives based upon actions in the preceding state fiscal year. The Section Narrative from the previous year is sent as an exemplar.

Previous year’s narratives may be updated or, upon the discretion of the Section Manager or Division Director, new narratives may be required. The Program Integrity Section will provide the template for the current year’s report.

Relevant data for charts and graphs for the fiscal year must also be updated or added as appropriate.

The narrative content and data are due back to Program Integrity no later than September 1.

September 1: Program Integrity Staff sends an email reminder to Program Owners and Section Managers of the deadline.

Program Owners are expected to advise Program Integrity staff and Division Management of any impediments to completing the assignment in a timely manner. The Program Integrity staff is expected to advise Division Management of any issues or impediments with the report.

October: First draft of the annual report is due to the Program Integrity Section Manager no later than October 1.

The Program Integrity Section will assure that data from any other reports are congruent with Just the Facts.

After edits from the Section Manager’s review are completed, the draft Just the Facts is sent for review to the DAS Management Team following the procedures in Section 8003 of this manual. Electronic “pink sheet” review is acceptable.

November 1: Edits based upon the Management Team review are completed.

November 15: The final draft is submitted to the Division Director for review.

December 1: The Division Director will either approve or return the draft to Program Integrity for final edits.

January: The final draft is approved by the Division Director and forwarded to the DHS Commissioner for final approval.

The final report is converted to PDF and published on the Division web page no later than January 1.

The final report, in both WORD and PDF format are saved in the appropriate folder on the Division shared drive (j-drive).

The WORD document is subdivided into individual section and program files in preparation for the next year’s process. These subdivisions are also saved in the appropriate folder on the Division shared drive.
