Summary Statement

The Division of Aging Services voluntarily complies with the Administration for Community Living (ACL) reporting requirements for State Unit on Aging (SUA) by filing the National Adult Maltreatment Reporting System (NAMRS) report by the last working day in March for the preceding federal fiscal year.

Background

The Elder Justice Act, passed in 2010 established the Elder Justice Coordinating Council (EJCC) to coordinate activities related to elder abuse, neglect, and exploitation across the federal government.

In September 2013, the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Planning and Evaluation, began a 2-year effort to design, develop and pilot a national reporting system based on data from state adult protective services (APS) agency information systems.

In 2014, the EJCC recommended the development of a national APS system based on standardized data collection and a core set of service provision standards and best practices.

Georgia was one of nine states that participated in a pilot of the data system in 2015.

The goal of NAMRS is to provide consistent, accurate national data on abuse, neglect and exploitation of older adults and adults with disabilities, as reported to APS agencies.

NAMRS Components

There are three main areas of data entered into the NAMRS reporting site:

Key Indicators Component

Participating agencies must submit the Agency Component and either the Case or Key Indicators Component. Georgia submits the Agency and Case Component.

Agency Component: This data is entered directly onto an online form on the NAMRS website for the preceding federal fiscal year and contains:

  • General agency information

  • Agency profile information

    • Population served

    • Number of APS staff

    • Number of reports accepted for investigation

    • Types of maltreatment investigated

    • Assessment tools

    • Service gaps

Case Component: This data is submitted by uploading a data file extracted by the DAS Data System (DDS) vendor to the NAMRS website annually for the preceding federal fiscal year and contains:

  • Investigation Entity information

  • Client Information (de-identified)

  • Maltreatment Allegation information

  • Perpetrator information (de-identified)

  • Client/Perpetrator Relationship information

Key Indicators: This data is entered directly onto an online form on the NARMS website on an annual basis for the preceding federal fiscal year and contains:

  • Investigations Information (number closed)

  • Client Information (de-identified)

    • Number receiving interventions

    • Number receiving investigations

  • Victim Information

  • Perpetrator Information (de-identified)

    • Relationship to victim

    • Referred for a legal remedy

Source of Data

Division of Aging Services Adult Protective Services staff enter case information directly in the DDS.

Data can be pulled and submitted as many times as necessary during the Fall/Winter until it is approved by the federal NAMRS technical team. The NAMRS team reviews for any errors or discrepancies within the data set.

Procedures

Below are the detailed steps within the NAMRS report process.

Step 1: Case data is entered into the DAS Data system throughout the federal fiscal year.

Step 2: Case Component Mapping is conducted during the Summer/Fall of the submission year.

Step 3: Case Component XML testing, using the previous year’s framework, is conducted during the Summer/Fall of the submission year.

Step 4: Data submission is done between January and March for the preceding federal fiscal year.
