Summary Statement

Voluntary Contributions are allowed from service recipients, their caregivers, or their representatives.

Basic Considerations

The Older Americans Act (OAA) continues to allow for non-coercive solicitation of voluntary contributions for all services funded through the Act, including services for which cost sharing is prohibited under the OAA. Such contributions shall be encouraged for all individuals.

Voluntary contributions are allowed from service recipients, their caregivers or their representatives. Agencies are encouraged to inform service recipients of the actual cost of service to allow informed consideration about the amount of voluntary contributions. The AAA will consult with service providers and older individuals in the planning and service are to develop methods for collecting, safeguarding and accounting for voluntary contributions. The AAA will ensure that each service provider will provide each recipient with an opportunity to voluntarily contribute to the cost of service.

Recommended minimum amounts for voluntary contributions are as follows:

  • $3.00 per meal

  • $5.00 for transportation (round trip)

  • 25% of the cost of other services

AAAs/providers will clearly inform consumers that there is no obligation to make contributions and that receipt of services is not contingent upon making a voluntary contribution.

AAAs/providers will protect the privacy and confidentiality of each consumer with respect to his/her contribution or lack of contribution.

Each service provider shall use supportive services and nutrition services contributions to expand supportive services and nutrition services respectively. General contributions given at the senior center or other provider may be used to support aging service needs within that organization.
