Summary Statement

The Forensic Special Initiatives Unit (FSIU) supports local, state, and federal agencies serving at-risk adults. FSIU serves to prevent at-risk adult abuse, protect at-risk adults, and hold perpetrators accountable.

Basic Considerations

FSIU is housed within the Director’s Office of the Division of Aging Services (DAS). FSIU supports local, state, and federal agencies serving at-risk adults through technical assistance, case reviews, data collection, research, education, and training, including the Certified At-Risk Adult Crime Tactics Specialists (CACTS) certification.

Mission

FSIU’s Mission Statement is:

Provide support to the Georgia Department of Human Services (DHS), Division of Aging Services (DAS) and other local, state, and federal partners by identifying and addressing system gaps and developing process improvements to protect Georgia’s at-risk adults from abuse, neglect, and exploitation.

This mission will be accomplished through the following:

  • providing education and outreach to Georgia’s at-risk adults;

  • providing training to primary and secondary responders on the prevention, identification, investigation, and prosecution of abuse, neglect, and exploitation;

  • providing training to mandated reporters; and

  • providing case consultation and review and technical assistance to local, state, and federal law enforcement partners and others who respond to abuse, neglect, and exploitation of at-risk adults.

Scope

Activities of FSIU include but are not limited to: education, training, research, data collection, data review, case review, case consultation, and technical assistance.

Definitions

At-Risk Adult: Any adult 65 years of age or older, any adult 18 years of age or older with a disability, and any resident in a long-term care facility.

Case Review: A review of specific case information regarding an investigation of actual or potential abuse, neglect, or exploitation of an at-risk adult.

Case Consultation: A review and discussion of specific case information regarding an investigation of actual or potential abuse, neglect, or exploitation of an at-risk adult to include but not limited to evidence, interviews, notes, and summaries.

Program Owner: DAS Section Manager

Technical Assistance: Collaboration with any local, state, or federal agency and others who respond to abuse, neglect, and exploitation of at-risk adults to provide support with an investigation, inquiry, and/or question of actual or potential abuse, neglect, and exploitation of at-risk adults.
