Summary Statement
The At-Risk Adult Relocation Team (AART) coordinates the non-law enforcement/Aging Network response to at-risk adult crime victims during law enforcement or regulatory actions which result in emergency relocation of at-risk adults.
Basic Considerations
AART coordination is currently provided through the Department of Community Health, Healthcare Facility Regulation (HFR). The Department of Human Services, Division of Aging Services provides assistance as requested and directed by HFR and through facilitation of monthly meetings of core local, state and federal agencies involved in investigations and relocation of at-risk adult crime victims.
Mission
AART’s Mission Statement:
AART represents a critical tool to provide an effective and efficient response to at-risk adult abuse requiring emergency relocation in a licensed or unlicensed facility.
Scope
DAS activities for the AART will be determined at the discretion of the DHS Commissioner and DAS Director.
AART DAS Facilitator
DAS will facilitate monthly meetings with core agencies to ensure effective and efficient responses.
AART Core Agencies
The AART coordinator will collaborate with state agencies that in accordance with GA law, may or shall receive and respond to reports of abuse, neglect and exploitation of at-risk adults in the community and in long-term care facilities such as Adult Protective Services, Long-Term Care Ombudsman, Healthcare Facility Regulation and the Department of behavioral Health and Developmental Disabilities (DBHDD) Incident Management and Investigations. AART Work Group
In addition to core agencies, the AART coordinator will identify other relevant agencies to participate in a work group to develop processes, policies, and procedures to direct and define activities and responsibilities of agencies participating in AART. Representative agencies include, but are not limited to, local law enforcement, Social Security Administration/Office of Inspector General (SSA OIG), Georgia Bureau of Investigation, Aging and Disability Resource Connection (ADRC), etc. Some of this work may be accomplished in coordination with the At-Risk Adult Multi-Departmental Team (Refer to MAN 5600, Chapter 9000, 9007 At-Risk Adult Multi-Departmental Team).
