Summary Statement

The At-Risk Adult Relocation Team (AART) will utilize an incident command system protocol to respond to law enforcement or regulatory actions resulting in emergency relocation at-risk adults.

Basic Considerations

The AART Coordinator will coordinate with other agencies to implement the appropriate task forces needed to adequately respond to a situation.

Initiation of AART Assistance

Law enforcement or other responding agencies may request AART assistance by contacting the AART Coordinator. The AART Coordinator will evaluate the situation to determine if the situation is appropriate for AART and the appropriate agencies to involve.

Criteria for AART Assistance

The following criteria must be met to be appropriate for AART assistance:

  • Law enforcement or other regulatory agency is taking action against a licensed or unlicensed facility or facility staff which will leave at-risk adults without care or without shelter and

  • Abuse, neglect and/or exploitation is suspected.

Incident Command

The following incident command structure will be utilized to respond to at-risk adult relocations: Each team will have a team leader. In situations where there are multiple sites, more than one team may be needed.

Teams

Clinical Task Force: Conducts initial triage on scene and assesses all residents.

Operations Task Force: Manages all operations on scene including continuity of care.

Relocation Task Force: Assists in the safe relocation of residents, notifies family/emergency contacts and monitors the relocation status of residents.

Resource/Finances Strike Team: Monitors financial expenses and coordinates with community resources to meet the needs of the residents.

Additional Roles

Operations Section Chief: Sets objectives and priorities, maintains overall responsibility for response, coordinates what has to be done, what will be done, and what needs to be done.

Agency Liaison: Coordinates and communicates with Department of Human Services (DHS) Leadership and other agencies.

Law Enforcement Liaison: Coordinates with law enforcement and/or law enforcement public information officer.
