Summary Statement
Temporary Emergency Respite Funds (TERF) and Emergency Relocation Funds (ERF) are used to assist with the emergency placement of abused, neglected and exploited vulnerable adults.
Basic Considerations
There are two fund sources available to Division of Aging Protective Services and Guardianship staff (ERF and TERF) and to Law Enforcement (TERF only) for the purposes of relocating or preventing the relocation of victims of abuse/neglect or exploitation.

Relocations Not Covered
Nursing Home Facility - The nursing facility is legally responsible for the care and discharge planning of its residents.
Medicaid funds are available as an entitlement for those unable to pay privately in almost all nursing facilities.
In cases where a person is discharged from a nursing home facility, and a referral is accepted for APS services, ERF can be used as needed to stabilize and prevent endangerment or harm to the individual.
ICF/MRs, state mental hospitals - Another system (DBHDD) is legally responsible to provide services to the resident.
Medicaid funds are available as an entitlement for those unable to pay privately.
Where an individual resident seeks relocation from one of the above facilities due to alleged abuse, neglect or exploitation, the Long-term Care Ombudsman Program may make a referral to Adult Protective Services.
Facilities subject to licensure will only be reimbursed if they are licensed; homeless shelters and domestic violence shelters are not subject to licensure.
